It looks like they are playing monopoly. Because I can see some little green houses and red hotels on the board.

His sister is taking a card from the game board. We can understand that this is her turn now.
The mother holds some Monopoly money in her hand and looks at her son. She can be trying to buy a city of him.
The father is waiting to hear what writes on the card that his daughter takes.
It's sunny outside, it's morning or afternoon. They wear short sleeved shirts so I think it's summer (or spring).
